Will Honolulu Get Federal Funding?

The Federal Transit Authority measures the cost-effectiveness of a transit system by using a measure called "incremental cost per incremental hour of transportation system user benefits." That is, how much will it cost to service a passenger? The cost includes the annualized capital as well as operating costs. According to the Carolina Journal (6/11/04), a cost- effectiveness measure of $25 or more would substantially reduce the chance of getting federal funding. Let's press for the calculation of the cost-effectiveness measure for Honolulu's proposed rail transit system.
