Twice the Cost for 2/3 the Miles

In April 2005, Mayor Hanneman estimated that the entire 28-mile rail transit system would cost $2.8 billion. (April 7, 2005 Star-Bulletin) As cost estimates grew, the mayor cut the system to 20 miles so the cost would not exceed $5 billion. He left out UH and Waikiki.

Now the estimated cost is almost double the original at $5.4 billion and that MAY pay for about two-thirds of the original system. Any guess on what we’ll end up with and at what cost?
