Charter Commission

The Charter Commission has during the past month spent most of its time in studying the financial structure of city government. The City and County of Honolulu is in big business for it has the management of a $200,000,000 investment and the spending of S25,000,000 annually. How this can be achieved with the greatest economy and efficiency is a question that has many ramifications.

Among important decisions to be made are the following:

Shall there be a centralized Department of Finance?

Shall the Budget Officer be within the Finance Department, or be directly responsible to the administrative officer (mayor or city manager)?

Shall the post auditing be done by an auditor employed by the city or by an outside CPA firm?

The Charter Commission usually meets at 4:00 p.m. on Monday, at the Telephone Building. Any Leaguer interested in attending should call Laura Draper, 9-8968, before 9:00 a.m.
