How Do You Amend the Charter?

Amendments may be initiated in two ways.

  1. By resolution of the council, by an affirmative vote of 2/3 of its entire membership.

  2. By petition - presented to the council, signed by qualified electors -- equal in number to at least 10% of the vote cast for mayor in the last preceding mayoralty election.

The council will hold a public hearing on the proposed amendments or revisions

a majority of the membership of the council must approve submitting the proposals to the electorate.

In addition., in not less than 8 nor more than 10 years after adoption of the Charter, the voters of the city are entitled to propose amendments with respect to the manner of their election, which shall not require the approval of the council.

There is a mandatory review of the charter 16 years after the adoption and at intervals of 16 years thereafter.
