Dr. Teru Togasaki spoke on behalf of the League of Women Voters last month at the dedication of the new City and County jail at Halawa. Participating in the program were Mayor Neil S. Blaisdell, City Councilman Herman P. Lemke, Chief of Police Daniel Liu, Duke Kahanamoku and others with Deputy Chief of Police Arthur M. Tarbell as Master of Ceremonies.

Words of praise were extended to the League of Women Voters as an interested citizens group and for the part they played in influencing the public and elected officials to the needs of a new and modern Correctional institution. Following the dedication the jail was open for inspection with members of the police force stationed throughout the jail to answer the many questions put to them by the public. As one plaice officer put it, "Never had he seen so many people so eager to get into jail".
