Proposed Honolulu Program 1982-83

The proposed program consists of 4 continuing items. There are no new items for study. The following statement of our local League goals for 1982-83 is presented to the membership for consideration and comment.

  1. LOCAL GOVERNMENT. Action will be taken as the situation warrants. Emphasis on open and responsive government as stated in the League Principles and our various positions. (See City Charter testimony, this issue)

  2. TRANSPORTATION. Promotes understanding of Oahu transportation needs and problems among members and public.

  3. PLANNING & ZONING. Promotes member and public understanding of the planning process; promotes city planning which includes overall development objectives; encourages citizen input in the planning process; promotes action on housing.

  4. CITY COUNCIL. Support nonpartisan elections; support council composed of both at-large and district representation with majority from districts; support part-time council members. (See City Charter testimony)

The Board at its January meeting also recommended a new national study: The Impact of Defense Spending on Domestic Policy. The recommendation has been sent to National Board for approval. If the National Board does not approve it as a new study item, the proposal will go to National Convention in May as a Non-recommended Item. The study was suggested by a number of other Leagues who plan to support it at Convention.
