Ten years ago League testified against HB 2671-80, "relating to vested rights' which in all essential provisions was identical to Council Bill 112-90, which on May 23 was defeated on third reading and referred back to Committee.
From 1982 to 1990, League testified before the House, Senate and the City Council on this and similar bills. Somewhere along the line "vested rights" became "development agreements" and proponents shifted their emphasis from exempting developers from having to comply with new laws and regulations to the benefits the City would derive.
On May 15 the Council's Zoning Committee voted Bill 112 out favorably. It looked as though the long struggle might end badly.
But the community groups rallied, and at the full Council meeting of May 23, group after group, person after person, spoke against the Bill. Stunned at the onslaught, the Council was in full retreat and the Bill was unanimously referred back to the Zoning Committee where we hope it stays for good.
