General Membership Meeting on Proposed Charter Amendments

The main work of the Charter Commission is done, Thirty-two amendment proposals will be placed on the ballot in November. These amendments are listed below for your information.

League now needs to decide how and what to communicate to the public in regard to some of these proposals. We have clear-cut positions of a few and these we will be promoting aggressively. There are others like the one reducing council districts to five and adding four at-large seats which we need to think through. There are others that fall within the scope of our position on responsive and accountable government. Which of these do we want to support and which do we want to actively oppose? What would be our major reasons for support or opposition?

WE NEED THE THINKING OF AS MANY LEAGUE MEMBERS AS POSSIBLE. PLEAS CALL THE LEAGUE OFFICE, 531-7448, IF YOU CAN ATTEND THIS DISCUSSION MEETING ON TUESDAY, SEPTEMBER 15 AT 9:30AM AT THE LEAGUE OFFICE.

CHARTER AMENDMENTS PROPOSED BY THE CHARTER COMMISSION

Voters to vote yes or no on each amendment.

1. LIMIT MAYOR TO TWO CONSECUTIVE TERMS

2. LIMIT COUNCIL MEMBERS TO TWO CONSECUTIVE TERMS

3. CREATE AT-LARGE COUNCIL REPRESENTATION FOR 4 OUT OF 9 MEMBERS

4. ESTABLISH NONPARTISAN CITY ELECTIONS

5. REFORM THE DEVELOPMENT PLAN AND ZONING PROCESS

6. CREATE DEPARTMENT OF WASTEWATER MANAGEMENT

7. ALLOW COUNCILMEMBERS TO ABSTAIN FROM VOTING WHEN DIRECT FINANCIAL CONFLICT EXISTS WITHOUT COUNCIL APPROVAL

9. LIMIT COUNCIL FROM PROPOSING CHARTER AMENDMENTS DURING SPECIFIED PERIODS

10. ELIMINATE COUNCIL CONFIRMATION OF MANAGING DIRECTOR

11. ALLOW DEPARTMENT HEADS TO SERVE FOR LIMITED PERIOD PRIOR TO COUNCIL CONFIRMATION

12. GIVE HONOLULU'S PROSECUTOR THE AUTHORITY TO APPOINT SPECIAL ASSISTANTS

13. CLARIFY SALARY COMMISSION PROCEDURES; COMMISSION TO SET SALARIES OF ELECTED AND APPOINTED OFFICIALS, SUBJECT TO COUNCIL VETO BY SUPER MAJORITY VOTE

14. INCREASE NUMBER OF PETITION SIGNATURES REQUIRED TO IMPEACH MAYOR FROM 500 TO 5,000 AND FOR COUNCILMEMBERS FROM 500 TO 1,000

15. CHANGE SIGNATURE REQUIREMENT FOR RECALL AND INITIATIVE FROM A BASE OF "TOTAL VOTES CAST" TO "TOTAL REGISTERED VOTERS"

16. REQUIRE QUALIFICATIONS OF A) HEALTH DIRECTOR TO INCLUDE BACKGROUND IN EMERGENCY MEDICAL SERVICES; AND B) MEDICAL EXAMINER TO COMPLY WITH STATE STATUTES

17. MAKE REAPPORTIONMENT PLAN EFFECTIVE AT NEXT ELECTION

18. REPLACE CIVIL DEFENSE AGENCY WITH OFFICE OF EMERGENCY MANAGEMENT WHOSE DIRECTOR WOULD BE APPOINTED BY THE MAYOR....

19. ALLOW MAYOR TO REAPPOINT ONCE BOARD & COMMISSION MEMBERS

20. ADOPT PROPOSAL RECEIVING MORE VOTES WHEN TWO CONFLICTING INITIATIVE PROPOSALS PASS

21 INCREASE CIVIL SERVICE EXEMPT PERSONAL SERVICES CONTRACTS FROM 90 DAYS TO ONE YEAR

22. ALLOW A) CORPORATION COUNCIL TO REPRESENT CITY EMPLOYEES SUED IN INDIVIDUAL CAPACITY; AND B) EMPLOYEE TO RETAIN SPECIAL COUNSEL IF CORPORATION COUNSEL IS DISQUALIFIED

23. CREATE CIVIL SERVICE EXEMPT POSITION OF DEPUTY DIRECTOR OF INFORMATION & COMPLAINT

24. ALLOW STATE AND FEDERAL EMPLOYEES TO WORK FOR THE CITY AND SERVE ON CITY BOARDS AND COMMISSIONS

25. REQUIRE 3 OF 9 NEIGHBORHOOD COMMISSION MEMBERS TO HAVE SERVED ON A NEIGHBORHOOD BOARD FOR ONE FULL TERM

26. CHANGE NAME OF DEPARTMENT OF CIVIL SERVICE TO "DEPARTMENT OF PERSONNEL"

27. ELIMINATE THE REORGANIZATION COMMISSION

28. ALLOW FINANCE DIRECTOR TO ESTABLISH RULES TO IMPLEMENT PURCHASING & CONTRACTING LAWS

29. INCREASE LIMIT FOR CITY PURCHASES WITHOUT ADVERTISING TO CONFORM TO STATE STATUTES

30. RAISE PENALTY IMPOSED BY COUNCIL TO $2,000 FOR VIOLATIONS OF CHARTER TO CONFORM TO STATE LAW

31. EXTEND SERVICE OF CHARTER COMMISSION FOR ADDITIONAL TWO MONTHS

32. HOUSEKEEPING AMENDMENTS

A) APPROVE PROPOSALS RECOMMENDED BY CITY CLERK
B) DELETE OBSOLETE SECTIONS REFERRING TO "CITY STOREROOMS" AND "JAILS AND INSTITUTIONS"
C) SPECIFY THAT CIVIL SERVICE EMPLOYEES HAVE RIGHT TO APPEAL
