Statement before the City Council - Ground-Level Mass Transit

STATEMENT BEFORE THE CITY COUNCIL ON RESOLUTION 92-264, STUDY OF O.R. & L. LINE FOR GROUND-LEVEL MASS TRANSIT, 1/27/93

We think the kind of study proposed in Resolution 92-264 could be very useful at this time. Even if the former rail line is found to be unfeasible for commuter rapid rail use, we agree with Councilman John DeSoto that it might well be possible to use at least some parts of the right-of-way as a bus and High Occupancy vehicle transitway for commuters from Waianae, Ewa, Waipahu and Central Oahu. The old railroad yard at Ewa Beach and the rail station at King Street could possibly serve as bus terminals for this and other HOV lanes such as the one being studied for Dillingham Boulevard.

Appropriate parts of the former rail right-of-way, furthermore, could perhaps be connected up with other

busways to form a major segment of an ultimate islandwide bus network along the lines of Ottawa's bus rapid transit system.
