Bremner to Speak on Waikiki Controversy

Don Bremner, for seventeen years head of the Waikiki Improvment Association and author of the 1976 Waikiki Special District (zoning) regulations, will speak to our Planning and Zoning Committee at its next regular meeting Monday, March 25, at noon. No one on the island is more familiar with Waikiki's problems and with the many attempts – some successful, some potentially catastrophic – which have been made and are being made to deal with them.

Bremner, though no longer with the W.I.A., played a key role in the 1994 controversy over the City's proposed amendments to the WSD (Bills 171 and 172), which League, Bremner and others opposed and which were finally rejected by the City Council. All during 1995 he again, along with a number of community organizations, including LWV, served on the Mayor's Waikiki Advisory Task Force, which was supposed to help develop an amended Master Plan for Waikiki and WSD amendments to implement it.

The City's Planning and Land Utilization Departments have recently prepared a Planning Guide and a proposed bill amending the WSD regulations which had its first hearing before the City Planning Commission on March 20, On March 27 Bremner and your P&Z chair will be on a panel to help explain to Waikiki residents the implication of the proposed bill, which basically increases densities in many parts of Waikiki, as well as reducing present open space requirements, all while calling for a more "Hawaiian sense of place".
