Growing Movement for National Election of PresidentA proposed interstate compact called "The Agreement Among the States to Elect the President by National Popular Vote" is being approved by state legislative committees and considered by both houses in many states. The idea reportedly has won the support of The New York Times, The Chicago Sun Times, The Sacramento Bee, and The Minneapolis Star Tribune. The states would all pledge to jointly award all of their electoral votes to the presidential candidate receiving the most popular votes in all 50 states and the District of Columbia. The compact would not take effect until identical legislation was enacted by states possessing a majority of the electoral votes (that is, 270 of the 538 votes). The states have begun taking matters into their own hands knowing that Congress cannot be counted on to make the necessary changes in our Constitution to allow for the popular election of the president.
