Withrdawals and Nominations

HB128 H.D.1. Ann Kobayashi’s last minute announcement that she was filing nominations papers for mayor and not her council seat caused confusion and speculations. Amid the scramble to file for her open seat one representative lost his seat as he sought to file but missed the deadline; another was thought to have received advance notice about the open seat. HB 128 HD1 is supposed to provide for corrective action should such a situation arise again. But while the bill allows for extending the deadline should no one file nomination papers for a seat, it does not seem to provide for the situation where the withdrawal is so late and unexpected that no one can be expected to be ready to file except someone who has been forewarned.
