"If the comprehensive approach is not to be lost, there will have to be a great increase in the size and scope of state planning agencies. At the same time, the planning capability within the regulatory agencies must be improved. The Environmental Health Division of the Hawaii State Dept. of Health is in the process of a reorganization to organize all pollution control programs along functional rather than categorical lines. There will no longer be air, water, or solid waste programs, but rather sections for planning, permits, standards, monitoring, etc. to ensure a coordinated approach to environmental problems, ready to be supportive of similarly coordinated State and County Planning if it can be achieved, but at least with a better internal capability if it cannot."
