Study: Primary Process Early in 1978 we will be re-examining the primary process of the State of Hawaii. We will go briefly into the evolution of the primary election and its relationship to the political party system of the U,S., and whether primaries should be "open" or "closed". Because there is considerable disagreement about some of the laws governing Hawaii's primary, the League believes these questions will be discussed at the upcoming constitutional convention. We wish to re-study and evaluate our present position which favors the closed primary. We may reaffirm, change and/or add to our present position after the study is complete.
