Hawaii's Source Water Assessment Program (SWAP)

The 1996 amendments to the national Safe Drinking Water Act include a new program to protect drinking water sources. This is the Source Water Assessment Program (SWAP), designed to identify source water areas (both ground and surface) for public water supplies and to identify potential contaminant sources. The LWVUS has been actively involved in producing educational materials, including a video tape, to assist interested citizens in participating and shaping the programs.

The State Department of Health and the U.S. Environmental Protection Agency are initiating a SWAP in Hawaii this summer. Citizen advisory committees are anticipated to be formed on each island.
