The League of Women Voters supports legislation that would effectively reform the lobbying process and begin to rebuild public confidence in the wake of the recent round of lobbying scandals. H.B.976 expands the regulation of lobbyists to include lobbying for administrative action extending beyond rulemaking, which we agree is needed. This bill amends Section 97-1, Hawaii Revised Statutes with a more comprehensive definition of "administrative action" that should address attempts to influence decisions of executive branch officials and employees. In view of that purpose, we support this as one additional step in lobby reform legislation.
