The League of Women Voters of Hawaii supports HB 994 which would provide that
at duly noticed meetings where a quorum is not reached, the remaining members of the board may receive testimony and presentations as long as no discussion is made or action taken, plus all the other requirements.
I have been to meetings where there is no quorum. At some, the meeting is cancelled and we all leave. At others, presentations are allowed although no action is taken. Attending some of these meetings held some distance away only to find that they are cancelled is very inconvenient and frustrating. Being given the opportunity to present testimony and hear others’ testimonies would, at least, relieve attendees of some of their frustration. The fact that these will be summarized for the other board members who were not present would make the effort worthwhile.
