League Supports Governor's Rail Review

The League agrees with the Governor's decision to have an independent study of the rail financial plan during her review of the final environmental impact statement (FEIS).

The Governor should also evaluate how the FEIS addresses the comments submitted in response to the draft EIS. Were these comments answered satisfactorily in the FEIS? In the end, the Governor must decide whether this project can be built without compromising the needs of present and future generations.

The Governor had announced earlier that she would hold public hearings during her review process. The League suggested in an earlier letter to her that at least 2 meetings should be held, in Ewa and in the downtown area. Furthermore, the meetings should be held 2 or 3 weeks after the public has had a chance to review the FEIS before the public hearings. The public would then be able to testify as to whether the City has answered their concerns about the draft EIS.

When the 2008 vote on the rail question was taken, the public had had no chance to read the DEIS.
