Garbage - Where it's at on OahuCity and County of Honolulu hired a consultant firm to do a 4100,000 25 year solid waste disposal study which was completed in Summer 071. The State has been working on another solid waste disposal plan since 068. The federal government has rejected several revisions of the state plan largely because it does not include state wide closing of open dumps. If federal money is obtained the proposals for state action are expected to be ready by mid 1974. In January 1972 at a conference on recycling, city, . state and federal government people, business, military, scientific people and community groups all seined to agree that the greatest problems in recycling are economic not technological. There are strong economic biases in favor of virgin materials. For instance, did you know that it is cheaper to ship raw ore than scrap metal and cheaper to ship a new car than a junked car? The federal EPA program for the next few years includes studying "economically viable" systems, ie; not profitable it the current commercial level but costing society less than disposal. In the past legislative session four bills were introduced in the House having to do with cans or other beverage containers (HB 88,278, 232, 298). Sen. Yoshinaga has introduced SB 1378 also dealing with containers, The outcome of these bills is unknown to ed.) OAHU RECYCLING NOTES -- Junked cars are made into reinforcing bars for concrete. Tallow is extracted from animal bones and exported. -- Standard Oil Refinery recycles many by-products such as carbon dioxide for charging fire extinguishers and producing dry ice. But disposal of waste oil is a serious problem. -- Manure from feedlots is composted and sold to golf courses, -- Sugar and, pineapple industries are working on by-product cattle feed to be used in place of imported alfalfa. -- Hotel and restaurant waste food is collected, cooked and fed to hogs. -- There is a small paper pulp exporting operation. If lands for storage near shipping were available, 50 tons of paper per day could be kept out of the incinerator and the exporter could even pay for the paper! Judy Blatchford |
