Health Care Study - Phase 2Local League consensus due at LWVUS office February 10, 1993 In April of 1992, Phase 1 of the U.S. health care system was reached. Included in the goal statement is the policy that equitable distribution of services, efficient and economical delivery of care, advancement of medical research and technology and a reasonable total national expenditure level for health care be met. We are now ready to look to approaches to finance the health care system. As noted in the convention report, delegates voted to reach consensus through the unit meeting/discussion process. The questions are in and your state committee members are preparing the way for meaningful meetings. Question I will seek ways to assess acceptable or not acceptable options on an employer-based, national insurance, and/or private market-based approach. Question II asks how should the financing be administered? Question III asks would your league support increased taxes, if necessary, to finance a minimum basic level of care for all U.S. residents? Purchase of services or insurance coverage is the focus of Question IV. There is a lot to cover. Keep up on your reading; join the committee and help focus on public and private mechanisms for delivery and financing of health care in the United States.
