Chair Rhoads, Vice-Chair Har and Committee Members:

The League of Women Voters of Hawaii supports HB92, which provides that the ballot of an absentee or military-overseas voter is valid even if the voter becomes ineligible to vote after casting the ballot.

There are only a handful of reasons a registered Hawaii voter would become ineligible to vote after being an eligible voter: they could move away, die, become incarcerated felons or be adjudicated mentally incompetent.

Regardless of whether these events occur, if they were properly registered at the time they voted their ballot should be valid. Voting is an essential part of our democratic process and great care must be taken to count the votes of all eligible voters, including absentee and r military-overseas.
