The League of Women Voters of Hawaii opposes HB191 which authorizes the BLNR to consult with and receive assistance from HCDA with regards to planning, developing, operating, administering, and maintaining small boat harbors.
It would be preferable for the Governor to put forth a more thoughtful, comprehensive package on private partnerships on public lands rather than introducing piecemeal legislation as evidenced by the intertwined HB191 and HB942, HB865, and the undetermined status of PLDC. It would not be unreasonable to take the time to do a good job on concept, alternatives, public input, jurisdictional overlaps, and cost/benefits on such an important deviation from the basic stewardship mission of BLNR.
