Chair Keith-Agaran, Vice Chair Rhoads, members of the Committee on Judiciary,
The League of Women Voters of Hawaii supports HB 1640 which aims to make it more conveniernt for our citizens to acquire an Identification Card. For another bill, I objected to the requirement for either a driver's license or an I.D. Card to register to vote on a web site, which could be construed as
a subtle form of poll tax to discourage certain groups from registering to vote.
If implemented properly, this initiative to increase the sites where ID Cards can be obtained would make it so much mlore convenient for people who are so busy, that any obstacle to allowing easy access to ID Cards discourages them from even trying. The cost should be reasonable too.
We look forward to seeing this passed and implemented, and hope it does truly make it easier and more convenient for our fellow citizens.
Thank you for this opportunity to testify on HB 1640
