Officers and directors were elected at the annual meeting on April 25th, with the membership approving three program areas: voter access, voter education, and sunshine in government.

Activity this summer has focused on educating ourselves on “The Sunshine Law” . Linden H. Joesting, Esq., Staff Attorney with the Office of Information Practices spoke at our July general membership meeting in Honokaa. The topic was particularly timely in light of the County Council’s reorganization and the subsequent lawsuit filed by Stephens Media, parent company of “West Hawaii Today” and the “Hawaii Tribune-Herald.” The suit alleged the Council members violated the state Sunshine Law when they discussed and obtained support from its members to reorganize committee chairmanships.

Members Susan Dursin and Susan Irvine are keeping us informed about concerns in implementing Act 244 and a possible role for LWVHC in helping educate potential candidates and the public about the Act’s requirements. Act 244, which was effective as of July 8, 2008, relates to campaign spending; it establishes a pilot project to provide public funding for County Council elections for three election cycles, starting in 2010. We’re staying tuned with some members planning to attend the Campaign Spending Commission’s first round of classes for the 2010 elections, including two classes on Hawaii County Council Comprehensive Public Funding, scheduled in Hilo on November 5.

Other members kept busy helping with vote counts and attending Council and other meetings, such as the Hawaii State Association of Counties meeting in Kona, to keep abreast of issues pertinent to the League such as legalization of gambling. Gail Laros and Sue Dursin attended the National LWV virtual meeting on May 11 (Sue as delegate for the state of Hawaii).
